ABSTRACT. The article examines aboriginal entrepreneurship, the development of ethnic tourism, arts and crafts, and the legal regulation of the economic and cultural activities of indigenous minorities. The article draws on field materials collected on Sakhalin in 2000–2021. The indigenous peoples of Sakhalin exercise various practices and form social institutions and alliances for subsistence. However, some of the latter are successful, and some are not, although they exist in the same conditions. The article examines the contradictions in the use of resources that arise between the stakeholders. Field materials testify that high fish production technology and high financial and labor costs for the organization of their activities do not always lead to positive results: the growth of well-being and satisfaction with work. Today, when marine and river resources are inevitably decreasing, the question of how to keep a measure of their use while preserving the standard of living and improving its quality becomes essential. The article analyzes the modern use of biological resources in the context of traditional nature management of indigenous peoples and entrepreneurship. The author analyzes traditional knowledge, skills, and abilities that can be used today in regulating the use of natural resources and in presenting the culture of indigenous peoples as a world heritage. The practices chosen for the study are everyday practices that can help indigenous peoples eliminate the minority stigma. They present new development models and provide an opportunity to think about what Aboriginal identity means in today’s context.
