ABSTRACT. A brief excursus into the “indigenous people” subject shows that there are no non-indigenous peoples; they are necessarily indigenous somewhere and somehow. The point of studying this topic is not to find universal terms and definitions but to ensure the viability and sustainability of indigenous peoples (communities, groups, and representatives of the indigenous population). Unified concepts are convenient for the legal sphere. Still, they create difficulties in grasping the dynamic aspects of life when circumstances or actors change, for example, when the urban population expands or high technologies advance notwithstanding the emphasis on tradition. Concerning the notions in question, the choice of conceptual angle plays an important role, for which the following positions are paramount: (1) territoriality, (2) number, and (3) status. Indigenous minorities are a particular category of the population, endowed, in addition to the rights and opportunities common to all, with the mission of preserving the ethnocultural diversity of humankind as its most important heritage. These quantitatively small communities play the leading role in promoting the ideas and values of ethnicity, upholding its significance for humans and humanity, and initiating ethnocultural projects. Thanks to them, the notion of “indigenous” has gained relevance and is now regarded as one of the essential definitions for all peoples. In this sense, indigenous minorities “play first fiddle” today in the ensemble of advocates for the preservation and development of ethnocultural heritage.
