ABSTRACT. The article is devoted to the study of social impact assessment (Social Impact Assessment, SIA) as a methodology used to understand and respond to social problems related to development. Being the most fundamental of all assessments for development projects, it tries to evaluate the impact that any project or activity can have on society, predict possible social outcomes, and can serve as a mechanism to promote social sustainability and a tool for positive social change. In Russian research practice, the analog of SIA is ethnological expertise, which spurs a lot of discussions. Social impact assessment originated in the 1970s in the USA along with environmental impact assessment and was initially conducted as an integral part of it. Gradually, it has grown into an entire system with its own strategy and is currently being applied in many countries in a variety of fields, for example, in the management of natural resources and land use, in public administration and business, in food control and sports, in disaster management and when considering the consequences of gradual landscape change, etc. The article discusses the methods and tools of SIA and its significance and problems. The primary attention is paid to the research of experts from the International Association for Impact Assessment (IAIA). They consider SIA a practical tool to help meet today’s needs without compromising the opportunities of future generations.
